It would appear that Senate Bill S. 1867 WILL apply to U.S. citizens. The reason for my understanding is because Dianne Feinstein's amendment to this bill that would have exempted U.S. citizens from it was defeated. Why defeat this amendment if it isn't intended for U.S. citizens?
